With a foreign university degree, recognition as a skilled worker can be very easy.
The Central Office for Foreign Education (ZAB) operates a database called anabin on higher education qualifications from all over the world. It can be accessed here. It provides information on the assessment of numerous universities and degree courses.
If the university is listed in anabin with "H+" or "H+/-" and the degree is assessed as "equivalent" or "equivalent", the foreign university degree is considered comparable to a German university degree. This is sufficient proof of qualification as an academic specialist.
If the information in anabin shows that the degree is "conditionally comparable" or it is not assessed at all, it is not sufficient for a residence permit as a skilled worker with academic training or a residence permit for qualified tolerated persons. However, this does provide proof that the foreign university degree is recognized by the state. This is relevant in the case of a recognition partnership and a Residence permit for experienced professionals.

If the foreign university or degree program cannot be found in the database, you can apply for an individual certificate evaluation. The ZAB will then classify the foreign university degree in the German education system. The application is made online. Details can be found here. The processing time for the certificate evaluation is usually:
3 months for a regular application;
2 weeks for a certificate assessment for an EU Blue Card.
A checklist can be used online to determine which documents need to be submitted. This can be downloaded here. Documents may also need to be translated. The certificate assessment is subject to a fee (as of 2025: €208).
ATTENTION: If you want to work in a regulated profession, you must complete a recognition procedure through a recognition procedure.
